How will the 21st century cope when savers become spenders?

Article Abstract:

Little attention has been given by economists to the fact that an ageing population will transform the current large group of people saving for their retirement into spenders, using their savings to fund their retirement. Research indicates that the proportion of prime savers in the UK will reach a plateau from 2006 to around 2016, with the number of dissavers overtaking the number of savers around 2036. This trend will have significant implications for the financial services industry. Savers will become more demanding, and there will be consolidation in the pensions industry.

Article Abstract:

The principle behind the UK government's new tax-free Individual Savings Accounts (ISAs) should be welcomed. The government is keen to encourage people who have no savings at all to begin saving, even if they do not have a bank account. However, there are also problems with the ISAs. Most importantly, they replace existing savings incentives, rather than supplementing them. The government should consider allowing existing savings incentives to remain in place, and should also place more emphasis on creating a culture of saving.

Judge Brown's Budget on his efforts to curb the Micawbers

Article Abstract:

UK Chancellor Gordon Brown will have to give considerable attention in his forthcoming Budget to measures which will absorb the additional savings which many people have accumulated in the form of windfalls from the flotation of building societies and mutual insurance concerns. It is already known that the Budget will introduce a scheme for long-term savers, allowing the creation of a form of lifetime savings account. It is vital that Brown makes full use of this unique opportunity to encourage discretionary windfall saving.
