Russians try new tactics to flush out Chechen fighters

Article Abstract:

Russia is trying to regain control over Chechnya by forcing village elders to sign agreements promising to expel rebel fighters from their village strongholds. If elders refuse to yield to these demands, they run the risk of their village being bombarded by Russian troops. Russia hopes in this way to bring about conflict within Chechen communities, with law-abiding residents turning against local fighters.
