Still no answer to the riddle of appeals

Article Abstract:

The UK Criminal Cases Review Commission was created in Apr 1997 in order to assist prisoners who claim that they are innocent and wish to have their case heard by the Court of Appeal. The commission, which is only permitted to refer a case to the Court of Appeal if there is a real possibility of the appeal being successful, has wide-ranging powers. However, its impact is being restricted by lack of policy about how it will operate. There is particular uncertainty about the admissibility of cases.

Stoking the fires of resentment

Article Abstract:

There is considerable concern in the UK that no prosecutions are to be brought in the separate cases of three black man who died in suspicious circumstances in police custody. In one case, the jury returned a verdict of misadventure, while in the other two the police officers involved are not to be prosecuted. There is particular concern about the use of new weaponry, including long-handled batons, by the police, with some observers claiming that such weaponry provokes greater violence.

Article Abstract:

All UK police forces now have their own press office, and most have a voice bank system of recorded information. This reflects the rapid expansion in police media operations over recent years. It is now vital that the police are very aware of how to handle the media, especially as there is now little day-to-day police contact with the general public. Some observers fear that police could misuse the media, especially in the case of programmes which deal with real crimes.
