Article Abstract:

When the US joins the peace-keeping forces in Bosnia, ground troops will increase to about 40,000. Coercion is necessary to communicate worldwide anger and to be influential. Non-Nato countries should join the forces to reinforce international opinion. The basic functions of the international effort must be organised through Nato, although the Serbs do not consider Nato to be neutral. Operations need to be set up quickly if a settlement is made.

A north-south crisis for Europe

Article Abstract:

The EC is in a state of crisis with the balance of power and the Franco-German relationship in doubt. Streamlining the Exchange Rate Mechanism (ERM) could create a north-south divide, with Germany controlling the north, and a weakened south. This makes France less able to balance the German bloc or find allies on Meditareanean issues. Germany's problems integrating east Germany may be solved at expense of southern countries.
