Community development: the Clinton strategy
Article Abstract:
Pres Bill Clinton plans to establish 100 community development banks nationwide using federal grants, commercial bank deposits and financing from the private sector to provide financial and technical support to low-income urban and rural areas. Banking reforms will be emphasized for the stricter enforcement of the Community Reinvestment Act (CRA). Congress has also expressed prior support to community development banking through the housing reauthorization bill of 1992. However, the requirements to qualify as a community development bank and the degree to which the CRA ratings for commercial banks will increase have to be clarified. Clinton is also expected to extend Federal Housing Administration-insured home purchase lending to the middle class.

M. Justin Herman Memorial Award Recipient: Don I. Patch
Article Abstract:
The National Association of Housing and Redevelopment Officials has given the M. Justin Herman Memorial Award to Don I. Patch, director of the Office Of Block Grant Administration at the Department of Housing and Urban Development. Patch was honored in recognition of his key role in the establishment of the block grant financing system that is credited for significantly improving the administration and implementation of community development projects at the local and state levels.
