"Old boards" revisited
Article Abstract:
Anne Arundel County Housing Authority Chmn Charles St Lawrence's proposal that the responsibility for housing authorities be left to the local government's principal entity is criticized. Maryland-based St Lawrence made this proposal, which appeared in the Jan/Feb issue of the 'Journal of Housing,' so that chairmen and commissioners of housing authorities would not have to be held legally accountable for their organizations' failure to comply with the law, which may have been unknown to these officials. St Lawrence's position is viewed as nothing more than buck-passing. Transferring the responsibility for and the administration of housing authorities to local governments would only put more distance between management and the public housing residents they were created to serve.

Community development: a national perspective
Article Abstract:
Federal funding for community development agencies (CDAs) has been cut, and the ability of local and state governments to issue bonds has been restricted by provisions of the Tax Reform Act of 1986. A survey of 139 CDAs by the National Association of Housing and Redevelopment Officials found that together, the sampled organizations spent $1.88 billion in 1985 and $1.91 billion in 1986, with most activities funded by intergovernmental grants. CDAs were also found in 1986 to have supplemented their $834 million in Community Development Block Grant funds with $176 million in leveraged private sector investments. Other areas of interest discussed include: multi-family housing, social services, services to the homeless, and single family housing.
