Data processing update: planning for PHAs
Article Abstract:
Use of computers for planning purposes has not had high priority in public housing authorities (PHAs). The perception has been that all available resources had to be applied to current problems. PHAs have used computers for payroll, rent notices, and ledger work. The inability to turn operational data into helpful planning information also was a barrier to computer use for planning. However, the introduction of personal computers and a large library of supportive general software has allowed quick, cost-effective development of planning models. Spreadsheet systems are prime among new general-purpose software with planning applications, supporting key work such as annual operating budget preparation. An approach is described for developing a spreadsheet model by automating one component to which other components are linked as they are developed.

LEX: NAHRO's new computer network
Article Abstract:
The National Association of Housing and Redevelopment Officials (NAHRO) has joined the Local Exchange (LEX) computer network in Jan 1991 in order to facilitate the dissemination of information among public housing and development authorities electronically. LEX was started in Oct 1988 by the International City Management Association, The National League of Cities, and Public Technology Inc. NAHRO expects to get its information services on-line through LEX by the spring of 1991. The benefits of the LEX computer network for NAHRO include: increased communication among community development agencies and agencies providing local housing; enhanced ability to disseminate information by NAHRO to members; and the ability for NAHRO members to participate in training and conferences through the on-line network.

New waters: creative roles for PHAs
Article Abstract:
Housing agencies need to find new ways to serve their clients. Reduced Federal expenditures for housing means that agencies that continue to be heavily dependent on such programs will have little influence. The most successful housing agencies in the future will be those which develop innovative programs in areas such as tax-exempt financing, private sector cooperation, and local legislation.
