Desegregated public housing: effective strategies
Article Abstract:
Public housing authorities have found the task of desegregating public housing difficult to correct, while some have not attempted to correct them at all, and others have actually encouraged them. Whether the desegregation policy adopted by the public housing authorities is voluntary or mandated by the U.S. Housing and Urban Development Department, there are several alternative strategies from which to choose. Among these are a carefully-designed occupancy process, outreach programs intended to attract minority applicants, modernization and proper maintenance of projects, transportation to and guided tours of unfamiliar projects, and meeting with several applicants of the same race simultaneously to reinforce the notion of a multi-racial tenant composition. Strategies adopted by public housing authorities throughout the U.S. and the results of those strategies are described.

The perfect computer
Article Abstract:
Public housing authorities hoping to realize increased efficiency, accuracy and cost-savings from the implementation of computer systems to automate their operations are often disappointed when their expectations are not met. The advent of microcomputers in the late 1970s convinced many housing authorities to jump into computerization, but their hardware and software selections were not always considered carefully. Housing authority managers preparing to automate should first ask the advice of professionals, then select the best software for their needs (no one package will meet all the needs of any one agency) while making sure the software is supported well by the vendor, and choose the hardware while considering the software and communications needs of the organization.

Private management: a comparative analysis
Article Abstract:
The relative cost and performance of private contractor management of public housing and conventional management of the projects are compared in terms of examples from several different situations. Suggestions are provided on how best to contract out public housing authority management services, and the results of several different private management programs are compared. In general, it was found that tighter provisions for guarding against fraud and abuse were implemented over time by the public housing authorities, including reducing the amount a contractor could spend without prior approval by the public housing authority, requirements for fidelity bonds, and use of an approved vendor list made mandatory.
