The anatomy of a decision
Article Abstract:
The decision by the Natl Regulatory Commission (NRC) on Nov 3, 1998 to terminate its only program for testing the ability of nuclear power plants to counter terrorist attacks bypassed standard procedures for decision-making. Under standard procedures, termination of programs should first undergo critical review to evaluate the rationality of the decision. Criticisms mounted against the NRC for its hasty termination of the program, which was why on Nov 13, 1998, the NRC withdrew its discontinuation order temporarily.
