Governance and cooperative networks: an adaptive systems perspective
Article Abstract:
The efficiency of government and private organizations in cooperatively developing policies to solve problems of underdevelopment such as poverty is discussed. Also discussed is the competition existing between informal and formal networks concerning the implications for governance. Two sections discuss studies of complex adaptive systems which question the possibility of linking local actions of powerful agents to the global behavioral patterns of the systems in which they belong. A case study of the European Technology Transfer Commission which involves human complex adaptive systems in action is also presented.

A new perspective on the eco-industry
Article Abstract:
Obstacles to successful environmental protection initiatives are discussed. These include regulatory agencies' strict control of toxic substances with no scientific basis, the erroneous belief that zero emissions are possible and the lack of knowledge on the relationship between products, industries and society. More realistic environmental efforts should include efforts to reduce wastes by converting these into resources and sorting and collecting waste at the consumer level.

The Federal Government of Canada has made its Canadian Networks of Centres of Excellence Program permanent in 1998 with an annual budget of $47.4 million per year. The program encourages cutting edge applied and fundamental research in strategic areas, promotes technology transfer to business and trains scientists and engineers.
