NGOs in community health insurance schemes: examples from Guatemala and the Philippines
Article Abstract:
A study was conducted to examine attempts to develop health care financing schemes in rural populations such as Guatemala and the Philippines through nongovernmental organizations as well as the factors that have influenced unequal progress in the two schemes. Results indicate that the slow development of the Guatemala's Association por Salud de Barillas was caused by delays in establishing the required administrative structure. The Philippines' Organization for Education Resources Training Health Plus Scheme's development derived from past experience and was much faster.
