Optimal fiscal zoning when the local government is a discriminating monopolist
Article Abstract:
A study was conducted to evaluate monopoly zoning by local governments. The study assumes that buyers have different valuations of land and cannot be forced to buy specific lots. The study also improves on earlier research findings by including the possibility that local government can exercise monopolistic discrimination. Results show that optimal fiscal zoning may not be conditioned by multiple lot sizes.

Distribution of factor endowments and tax competition
Article Abstract:
A Nash tax competition between two regions with different endowments of production factors is analyzed in terms of the equilibrium tax rates, utility levels and the efficiency of the public service. With an income effect of zero in public service, the poor large region selects a higher tax rate and has lower utility. A poor small region may select a lower tax rate and reach a higher rate of utility.
