Resident management: putting it in perspective
Article Abstract:
There is some confusion among public housing agencies as to whether resident management is the best hope for decent public housing, or a way for the federal government to avoid having to pay for housing. The first step in resolving the issue is to ask why resident management is desirable, what resident management is expected to achieve, and what negative aspects are to be avoided. Resident management is one of five options. The other options are increased resident participation in management, housing cooperatives, community development corporations, and mutual housing associations. The ideal choice depends on the local situation. Any effective change in housing management requires resident organizing, professional assistance, a good rapport between the residents and the local housing authorities, and adequate funding for rehabilitation.

Global urbanization: mobilizing international H/CD partnerships
Article Abstract:
Statistics indicate that by the beginning of the 21st century, there will be 30 cities in developing countries with more than five million people, and the trend toward urban living is affecting the pattern of national economic growth in the countries. The US Agency for International Development (AID) is working with the countries to help them encourage people to participate economically. AID also wants to help municipal governments to provide basic services and general infrastructure. AID believes that it is best to promote local decision making, and that it is also important to establish global partnerships within the international donor committee. AID's current goal is to to develop networks of professionals in the US and professionals in developing countries to share experience and knowledge.
