Are foreign trainees in Japan disguised cheap laborers?
Article Abstract:
The Revised Immigration Law which took effect Jun 1990, increased the number of foreign trainees brought to Japan. The law was a result of the cooperation between the ministries of Japan and the business sector which is suffering from a labor shortage. The trainee system is a loophole for accepting foreign laborers to Japan. Medium and small scale companies benefited by hiring 'trainees', who are then exploited and paid less than regular Japanese employees.
