Battle lines are drawn on the competition front

Article Abstract:

Queensland's Labor Premier Peter Beattie is calling for the abolition of Australia's National Competition Council (NCC), claiming that the water and rural reform body is threatening to cut competition payments to Queensland. Beattie claims that NCC's threat to cut up to $113 million in payments is retaliation for the state's attempt to humanize competition reform. The NCC has objected to an already-approved Beattie Government decision to build a $15 million dam. Beattie claims that NCC is also threatening to hold $98 million in payments over a decision by his Government not to deregulate farm-gate milk prices.

Article Abstract:

The corporatisation of government business enterprises (GEB's) after the competition policy reforms in Queensland is discussed. The performance of the GEB's and state-owned businesses are compared. The state-owned businesses are socially valuable, but the study shows that they are financially weak.
