Governors back Medicaid, welfare plans

Article Abstract:

The National Governors' Assoc, in a conference held Feb 4-6, 1996, endorsed Medicaid and welfare reform plans that would give states more discretion in funding these programs. The resolution called for the federal government to give states block grants and increase child care funding.

Senate passes welfare reform bill in bipartisan vote

Article Abstract:

The Senate overwhelmingly approved legislation that will save an estimated $65 billion over seven years. The legislation makes many changes in how welfare payments will be made, in that states will assume more responsibility to distribute the block grants they receive.
