Not only the tragedy of the commons: misperceptions of bioeconomics

Article Abstract:

A study of the problem of mismanagement of renewable resources focuses on a class of explanation known as the resource management problem or the 'provision problem.' This can be modelled as a dynamic, nonlinear optimization problem under uncertainty and ambiguity. This class of explanation differs from the 'commons problem,' which describes a situation wherein the benefits of exploiting a common resource are enjoyed only by the individual, but the costs are borne by everyone. The management problem is examined in Norway's fisheries sector. The study focuses on three issues: the possibility that actors in the fisheries sector misunderstand the bioeconomics of their resources; the mental models and decision rules they use and how these differ from the perfect models and optimal rules; and ways that misperceptions can be resolved.
