Senate Republicans agree on tax cut for tobacco bill, breaking impasse

Article Abstract:

Republicans in the US Senate have agreed on a tax cut that will be included in a tobacco bill. The agreement will facilitate the passage of the bill. Senators had been debating a proposal by Texas senator Phil Gramm that would have used revenue from the cigarette price hike to end the marriage penalty for couples with low-income. This penalty imposes higher taxes for couples than if they were unmarried. Senator Gramm agreed to lower the tax cut to approximately $46 billion over 10 years.
