Issues concerning an order by Pres George W. Bush to prevent the implementation of regulatory actions ordered under the administration of former Pres Bill Clinton are examined, focusing on how Bush's action will affect the research and development tax credit as it relates to the international community. Topics include plans by the Treasury Dept to review the Clinton research credit regulations, and the IRS policy regarding withholding taxes for employee stock options.

U.S. and EU agree to postpone action in dispute over foreign sales corporations

Article Abstract:

Issues concerning the dispute between the US and the EU over the US foreign sales corporations tax regime are examined. Topics include the World Trade Organizations ruling that the US must comply with the WTO's finding the US tax regime amounts to an illegal export subsidy, plans by the EU to impose as much as $4 bil in economic sanctions against the US, and an agreement between the EU and US to postpone the implementation of sanctions.
