Poll results indicate that credit continues to be difficult for small business owners to obtain. Only 39% of the 'Business Week' poll respondents reported that they had obtained credit in the previous six months. About 40% reported that the credit situation is worse in 1992 than it was in 1991.

Pres Clinton has initiated regulatory changes in four federal agencies that will make it easier for small businesses to obtain commercial loans. The changes will remove the appraisal requirement for collateral and allow loans based on the reputation of the business.
