The intense media attention given to the $43 billion aid package for Russia obscures the fact that much of the aid is conditional. Western policymakers should rethink their approaches to economic aid, and direct aid to countries where private capital markets fail to fund development.

Poverty of numbers

International statistics on poverty show Russians to be poorer than they really are because although the average wage is only $30 per week, utilities are essentially free and staples cost little money. Also, many wealthy Russians do not use rubbles for currency.
