Russian Pres Boris Yeltsin is handling an impasse on constitutional reform with Parliament speaker Ruslan Khasbulatoy by taking a 12-day vacation. He will press his referendum on the constitution if a committee the two appointed does not work out a power-sharing arrangement.

Some Siberians are clamoring for autonomy as Russia's government weakens, but it is unlikely that Siberia would separate as a single country. Regionalists are simply calling for more economic independence to develop a manufacturing industry.
