A suitable target for foreign policy?

Article Abstract:

The US's inconsistent application of pressure on countries suspected of human rights violations has caused some policy experts to question the wisdom of broaching the subject at all. However, history shows that pressure on human rights issues can change governments. South Africa is an example.
