Article Abstract:

The Nov 2001 summit meeting in Crawford, TX, marked a new phase in relations between the US and Russia. The mood at the summit, which resulted in the announcement of reductions in nuclear weapons stockpiles, seemed to be one of co-operative unilateralism.

Russian leader Vladimir Putin is portraying himself as a pragmatist as he tries to find a new world role for Russia. However, NATO enlargement and talks with the US on missile defence may undermine this pragmatic stance.
