Royalty is set for auction of mobile-operator licenses

Article Abstract:

The Hong Kong government plans to auction four third-generation wireless licenses, using a procedure in which the bidding companies say what percentage of revenue they will pay for the licenses. The new bidding procedure is intended to reduce the risk and burden on companies, since the winning companies will pay for the licenses only after they have started generating revenue. Service under the licenses would begin in late 2002 or early 2003. Up to 30% of the capacity under each license would have to be made available for resale.
