Antipodean environmental assessment: a New Zealand/United Kingdom comparison

Article Abstract:

A comparison of environmental assessment (EA) procedures in New Zealand and the UK reveals similarities as well as differences between the two systems and shows that each country can learn from the other. The Mark II EA system introduced in New Zealand by the Resource Management Act 1991 applies to policies and plans as well as to virtually all projects. The UK's Mark I EA system applies to projects specified in an EC Directive, but not to programmes, policies and plans. Although EA has become an integral part of decision-making in New Zealand, the system places a surprising degree of reliance on local authorities.

Environmental assessment in the UK planning process: A review of practice

Article Abstract:

Environmental assessment (EA) has been part of UK planning legislation and practice since 1988. An overview of the process is presented based on data from 40 case studies, and findings are presented for each phase of the EA process and compared with previously published results. Results show that environmental assessment performance in the UK is mixed, and several measures that could improve the process further are indicated.

Structure Plan appraisal and the SEA Directive

Article Abstract:

A study's findings on the incorporation of many vital features of the evaluation practice of English county councils into 40 Structure Plan appraisal reports are presented. These findings indicate that the procedural attributes of the Structure Plans, which will shortly have to adhere to the practical stipulations of the European strategic environmental assessment (SEA) Directive, fail to satisfy the requirements.
