Argentina eases debt pain, but still faces other woes

Argentina' s President Nestor Kirchner has restructured most of Argentina's $103 billion of defaulted foreign loans. The financial markets have surged with a forecast that 70 percent of debt holders will accept 30 cents on the dollar, to create economic recovery.

The role of US president Rutherford B. Hayes in the Chaco War of the 19th Century is described. Hayes has become a hero in Paraguay due to a ruling he made giving Paraguay the Chaco after the war.
