Article Abstract:

Thai Prime Minister Chuan Leekpai strongly stressed the theme of rural development in his government policy statement delivered before parliament. His policy emphasized the building of services and creation of more jobs in rural areas as well as decentralizing power and government administration. Chuan is the first leader, after three Bangkok-focused administrations, to give the issue importance especially due to the growing disparity between incomes and living standards in Bangkok and in rural Thailand. However, his policy statement did not make firm commitments on other critical issues.
