Article Abstract:

Reestablishment of free enterprise in Russia's Far East has failed to bring economic growth to the region due to obstacles blocking foreign investment. Group of Seven aid to Russia, a new constitutional system allowing Russia's provinces and autonomous regions more control over natural resources and new political leadership for the Primorski (Maritime) Region may help to make the benefits of economic freedom a reality. However, additional problems with infrastructure, enterprise management, inadequate capital markets and the lack of depository and clearing services must also be dealt with.

Buying on command

Article Abstract:

The South Korean government wants foreign financial institutions to make a contribution to the Won 3.9 trillion package for rejuvenating the stock exchange. Financial institutions are not permitted to sell more scrips than they buy and are required to submit a weekly report to the finance ministry on the sale and purchase of scrips by themselves and their clients. Foreign banks and financial institutions feel that the finance ministry's behavior is not in line with capitalist principles, and that investment capital is being used to support the stock market, not the real economy.

Gambling, gangs and the sleepy Marianas

Article Abstract:

Japanese plans to establish gambling casinos on Tianan, a small island in the Marianas in the northwest Pacific Ocean, have come up against two problems. One is the discovery that many of the real estate companies seeking casino licenses have ties to Japan's yakuza gangsters. The other problem is an article in the commonwelath's constitution that reserves control over land to the native inhabitants. Law suits over land claims are deterring new foreign investment.
