Article Abstract:

Dai Xianglong faces a difficult period as the new governor of the Central Bank of China, replacing Zhu Rongji. Analysts say the country needs a looser monetary policy, and the economy in general reinforces that view. Company earnings are reportedly lower, property prices are falling, and some firms are neither paying their bills nor getting paid. However, the financial markets show every sign f high liquidity, and M2 rose 35.9% in the first quarter.

Article Abstract:

China's banking and monetary systems underlie most of the problems foreigners face doing business there. The dual-currency system employs both renminbi and foreign exchange coupons, which unofficially trade at different rates. Meanwhile China's banks have a tight monetary policy and are distinctly unfriendly to more competitive foreign banks. Competition among retailers and poor management also plague foreign enterprises in China.
