Article Abstract:

Measures introduced by Ivory Coast authorities, together with the World Bank and the International Monetary Fund (IMF), regarding the liberalisation of the cocoa and coffee industries in the country, have been judged insufficient by operators and exporters within the sector. It has been suggested that the Caisse de Stabilisation still has too much control over the industries. The main points of the agreement, made at the end of July 1998 are as follows: buyers and sellers of cocoa and coffee can fix their own prices, nevertheless, they must be above a given minimum; export quality controls will be managed by private companies approved by the Caisse de Stabilisation, the government will establish rules concerning grading and storage of products, the Caisse will be in charge of awarding quality certification; the system by which exporters gave any surplus revenue gained (above that of the reference price) to the Caisse is now terminated; new mutual funds for coffee and cocoa are planned; the Caisse will continue to play a role in harvesting forecasts, in the registering of volume purchased and in monitoring the amount of the products arriving in ports; finally, the taxation system affecting the sectors will be revised.

The UK Campaign for Learning has a dual approach to the promotion of learning. It seeks to encourage individuals to want to learn, and to persuade employers that learning by employees produces business benefits including changes in fixed attitudes, more creativity and better problem solving. The campaign recognizes that individuals have to want to learn and that learning involves more than the provision of training. It aims to create a demand for personal development which will give the UK a competitive edge internationally.
