The trilateral development of the Malaysian state of Johor and Indonesia's Riau province with Singapore seems to be facing problems. The concept, suggested by Singapore in 1989, would have developed Indonesia's Batam Island, pulled Johor out of the recession and provided Singapore with cheap labor. But the governments failed to set up an agency to manage the region, and Johor and Riau had communication problems. Moreover, Malaysia is concerned about unbalanced regional development, and Indonesia blames Singapore for social and economic problems that have arisen.

Malaysia's southernmost state of Johor is set to exploit its favorable geographic position to become another center of industry and economic development. The spillover of economic activity from Malaysia's economic hub in the north, the Klang Valley, and Singapore in the south as well as the attractiveness of Johor's cheap land and labor are the main assumptions of an ambitious development plan spanning from 1990 to 2005. The plan aims to maintain an above national average growth rate and increase in per capita income from M$5,000 to M$12,000 in 2005.

Article Abstract:

The populace of Malaysia's Johor state is divided over the issue of whether to strip the country's sultans of their legal immunity or not. Public support for Sultan Mahmood Iskander of Johor, whose Nov 30, 1992 assault of a school hockey coach sparked the current crisis, is reported to be waning. Local officials of the ruling United Malays National Organization, which is leading the move to strip the sultans of some of their powers, are complaining about the national government's mishandling of the crisis.
