About $8.1 billion in capital left Russia in 1992, through commodity exports that are stolen and sold overseas and informal payments for goods that are kept in foreign banks. The only way to stop capital outflow is to stabilize the economy.

United Nations' (UN) volunteers are in Cambodia to help organize the UN-sponsored elections scheduled for May 1993. It is a very risky operation for the volunteers, one of whom has already been murdered by the Khmer Rouge.
