Continuity and change: the evolution of the British planning system, 1947-97

Article Abstract:

Five main elements in the 1947 UK planning legislation have remained as an integral part of planning in the 1990s. Despite a much greater role for the private sector in development and the increasing intervention of central government into local planning decisions. A major change in planning occurred when the private sector was encouraged to increase its role in developing urban areas, in the 1980s, leading to a relaxation of planning controls. Planning was also changed by the increasing influence of of social scientists over the practice of planning, in the 1960s.

Creating the Charter of Athens: CIAM and the functional city, 1933-43

Article Abstract:

The deliberations of the Congres Internationaux d'Architecture Moderne (CIAM), a multinational body formed in 1928, supposedly led directly to a document known as the Athens Charter in 1933. The charter is regarded as an important development in defining a functional approach to modern city planning. However the validity of the published versions are questioned, based on neglected primary documentation. The events leading to CIAM IV are considered and the elements involved in shaping the findings of the documents are examined.

The MARS plans for London, 1933-1942

Article Abstract:

Modern Architectural Research (MARS) Group devised town planning schemes for London between 1933 and 1942, with an abiding interest in urban scale. The group had close links with the Congres INternationaux d'Architecture Moderne (CIAM). The MARS plan for London was shown at the group's New Architecture exhibition in 1938. The 1942 plan is considered an isolated project and a culmination of experiments by MARS Group members to address the problems of planning in London.
