Data envelopment scenario analysis for setting targets to electricity generating plants

Article Abstract:

The application of data envelopment analysis (DEA) in developing policy making scenarios is demonstrated. DEA helps managers determine the response of productive units, such as electricity generating plants, to different priorities concerning demand of costs, services and pollution emissions. The application of DEA techniques as a tool that produces target setting scenarios requires improvements to some of its fundamental assumptions in at least two directions. These are discussed.
