EC development control: 2 France

Article Abstract:

The system of development control in France reflects the four levels of government. Central government produces a national plan setting broad objectives. Regions then enter into contracts with the central government for strategic plans that conform to the national plan. Departements and communes are responsible for local plans. Appeals are made under administrative law independent of government. There are two types of development plan, the Scheme Directeur and the local plan (POS). Development is controlled by building permits that are required for all work.

EC development control: 1 Germany

Article Abstract:

Planning and development control in Germany is controlled by the Lander (federal states) and the Kommune (municipalities). The federal government is responsible for The Federal Comprehensive Regional Planning Law that lays down rules for the Lander. In urban areas there are two kinds of land use plans, a zoning plan that designates particular uses for certain areas and a Binding Land Use Plan. The latter is the main instrument of development control. All building work requires a permit and enforcement is strict.

Germany's awkwardly historic town

Article Abstract:

Weimar, Germany, is often seen as a location near the Buchenwald concentration camp, while others link it to the Weimar Republic. Weimar is celebrating its cultural traditions and the European 'city of culture' for 1999. There is an attempt to recognise the past through a path to Buchenwald, as well as mentions of famous musicians and authors with links to Weimar. Israeli orchestra members have also played in Weimar, together with Germans, playing a piece by an Austrian-Jewish composer called Gustav Mahler.
