Earthquake toll highlights poor building regulation

Article Abstract:

A contributory factor to the high death toll in the devastating earthquake that shook Taiwan in Sept 1999 was shoddy construction. This evidence surfaced as investigators unearthed empty salad-oil drums amidst the rubble, leading building experts to believe that contractors skimped on cement by using empty containers to take up space in walls. Thus, most of the buildings that were less than a decade old took heavy damages compared to Taiwan's older buildings. The investigation also focused attention the spotty enforcement of building regulations in the country.

Article Abstract:

Taiwanese satirist and rap musician Jutoupi mocks corruption and the quest for a national identity in his best-selling but strongly criticized albums. Since 1994 he has sold 200,000 copies, 40,000 in the first month of the latest release, 'My Home Is A Nut House,' despite a complete lack of airtime from official stations. He was born Chu Yueh-hsing in Tainan, and in person he seems more like an engineer than rap artist, but manic energy enlivens his work. Highly political, he campaigned recently with the DPP.

It was not even necessary to have a telescope to be aware that water is present on the moon, according to Tibetan nationalist and amateur scientist Phuntsok Wanggyal. He worked on this and other theories while spending many years in prison for his commitment to the promotion of Tibetan development. He has now been completely rehabilitated, and even holds an honorary position in China's parliament.
