Article Abstract:

Abdala Bucaram's arrogance and corruption, plus his threat of harsh economic austerity, threw Ecuador into a general strike only six months into his term. The military backed a congressional vote that Bucaram was mentally incapacitated, and backed the speaker, Fabian Alarcon, as temporary president.

Newly elected president Abdala Bucaram of Ecuador has outlined a proposed economic reform plan that would pave the way for a 'convertibility' scheme linking the country's money supply to foreign reserves and the currency to the dollar. Many question whether the plan can be implemented.
