Exporting misery

Article Abstract:

The strongest weapon of Serbian leader, Slobodan Milosevic, has been to create refugees from the population of 1.6 million ethnic Albanians in Kosovo, Yugoslavia. There were an estimated 12 million refugees world wide in 1998, according to the United Nations. Refugee settlements may engender political instability. The refugees could be settled near or away from Kosovo, or returned to the province, either to a safe haven in Kosovo, or to their homes. The last solution would be the best, but may not be possible.
