Temasek, the Singapore government's principal investment arm, was permitted by Kuala Lumpur to purchase five percent of national phone utility Telekom Malaysia for 1.6 billion ringgit (421 million dollars). The purchase of stake in Telecom Malaysia can improve the bilateral relations.

Malaysia's national government had decided to take control of fresh water delivery from the 14 states. This was done because the federal government doubted that the local governments could provided needed infrastructure improvements.
