How we made up our minds

Article Abstract:

The Jenkins Commission on electoral reform in the United Kingdom examined evidence from UK academics, the general public, and evidence from abroad. The system developed by the commission aims to avoid bestowing too much power on small parties. The system was not developed after secret consultations with the leaders of the UK Labor and Liberal Democrat parties. The recommendations aim to balance the need for stable government, broad proportionality, a link between members of parliament and a geographical constituency, and voter choice.
