Japan's banks resist change...

Article Abstract:

Japan's banking sector has continued to be a drag on its economy. This, despite the emergence of various positive changes such as the declining ministerial guidance, increasing foreign ownership and Nasdaq's plan to launch a new market for initial public offerings. Foreigners are surprised that most Japanese banks do not offer 24-hr automated teller machine service as well as telephone or Internet banking service. The sector's management strategy likewise discourages risk-taking since it has remained unchanged.

Direct investment by foreign financial institutions may provide the best capital options. Although many Japanese are resisting the idea, the government should use foreign capital to rejuvenate the banks.
