Judge Dread

Article Abstract:

Justice J.S. Verma of India's powerful Supreme Court has led the judiciary's activist trend, overseeing the hawala scandal that led to the first corruption indictments ever against legislators and govt ministers. Slated to become chief justice in 1997, he wrote the majority opinion that gave the chief justice primacy over the govt in appointing new judges. He has also written a code of conduct for judges, and his own moral sense is legendary. The judiciary's accountability is now the subject of hot debate.

Setting sun: Britons may lose immigration privileges

Article Abstract:

Hongkong may begin requiring British citizens to obtain visas before taking up residence there. This proposal, which Hongkong may enact to reconcile its immigration laws with the Basic Law that will become the territory's constitution after China takes over in 1997, would mark the end of the traditional right of British citizens to come and go from Hongkong as they pleased. Though symbolic of colonialism's end, the amendment would have minimal practical effect.

Leveraged exchange

Article Abstract:

Hong Kong's currency warrants are low-risk investments that can be exercised anytime within a fixed period. Warrant holders are able to buy or sell a specified amount of currency for another at a certain exchange rate. The price of the warrants, which also determines the maximum risk, depends on the value of the underlying currency. Prices are also dependent on interest rate differentials, time value and the exchange rate of the local currency.
