Kellogg drops Quebec school program

Article Abstract:

Kellogg Canada Inc has terminated a nationwide promotional program after the provincial government of Quebec ruled that it violated advertising regulations. Kellogg Canada's 'Education is Tops' program provided Quebec schools with educational materials in return for box tops collected by children. A Kellogg executive noted that 3,000 schools across Canada had participated in the program, which had thus far provided more than $375,000 in educational resources to these educational institutions.

Survey bolsters 'buy Quebec' case

Article Abstract:

A survey conducted by Montreal polling firm Leger & Leger indicated that Quebecers are 10% more inclined to buy products when TV ads for the products are created by Quebec advertising agencies. The survey also indicates that every $2 million spent by advertisers on Quebec creatives will produce an increase of $200,000 in sales. The survey was conducted for the Publicite-Club de Montreal and was financially supported by Quebec's Ministry of Culture and Communications.

Navigating Quebec's promo regulations

Article Abstract:

Kellogg Canada encountered significant difficulties in presenting its promotions in Quebec province because of two laws, one which regulates the public-education system and another which prohibits commercial solicitation to schools. Quebec's Law of Public Instruction prohibit advertising and donations that pressure children to consumer products. Compliance with the law has become a problem because the government dissiminated the law only in Oct 1999.
