The United Nations negotiated peace plan for Cambodia could depend on a meeting of the country's Supreme National Council representing the four warring factions. Bringing the Khmer Rouge in line appears to be the main sticking point, and the UN may have to consider sanctions to get them to comply.

Sihanouk for president: Cambodia
Article Abstract:
The UN peace process in Cambodia is being disrupted by the Khmer Rouge refusal to disarm. The UN may force Khmer cooperation by forcing a presidential election before the scheduled May 1993 assembly ballot. The presumptive winner, Sihanouk, would provide national stability.
