Leading the energy race

Article Abstract:

Japan has offered to shoulder 20-30% of the estimated $125 billion a year needed to fund worldwide environmental protection programmes in the preparatory discussions of the Rio de Janeiro UN Conference on Environment and Development. Former Japanese PM Noboru Takeshita, who heads Japans delegation to the conference, has formed a policy group centered on the environmental issue in an apparent bid to regain the premiership. However, Japan could also be considering energy-efficient technology, with its great economic potential, as a new focus for its economic strategy.

Do or die tactics: Socialists resign in bid to block peacekeeping bill

Article Abstract:

The passage of the UN Peace Cooperation Bill (PKO) by Japan's lower parliament was met with en masse resignations by Social Democratic Party of Japan (SDPJ) representatives. The PKO's approval, which allows the deployment of Japanese troops to Cambodia as part of the UN peacekeeping force, is perceived a turnabout from Japan's post-World War 2 anti-militarist constitution. With the bill's passage in the lower house, the SDPJ is focusing its activity toward effecting the PKO's defeat in the upper house, which is scheduled to vote on Jul 26, 1992.

The new threat

Article Abstract:

Japan is reassessing its security policy. Before the breakup of the USSR, Russia was seen as the main threat. In the post-USSR world, Japan has shifted its focus on other likely threats which include its Asian neighbors particularly China, North and South Korea and the Asean nations. The country fears that the multinational dispute over ownership of Spratley Islands may force many of the protagonists to increase their defense capabilities. Rumors of sales of Russian weapons to Asian countries are being taken seriously.
