The success of populist leader Mike Harcourt is responsible for the new interest in the party. His promises to maintain the social programs other politicians want to cut appeal to the public.

Canadian prime minister Brian Mulroney will retire from office, leaving his Progressive Conservative Party scrambling to find new leadership. Mulroney's decision to step down seems to have been prompted by the weak poll ratings of his party.
