Lessons from Turkey

Article Abstract:

The Turkish earthquake of 1999 was followed by a slow official response in terms of rescue and relief, and this has led to anger against the government. The government had failed to train a rescue team and did not mobilise the army. Foreign technicians and Turkish volunteers carried out rescue efforts, and the army did not go into action until after four days. Tougher building regulations would not have saved lives, since the issue is implementation of regulations. Timber and light roofs would also have killed fewer people than heavy materials. Meanwhile, there is some hope for the future in the generous approach of Greece to Turkey after the eartquake.
