Germany's privatization program is progressing with the sale of Neckar, and electricity and waterways enterprise, though other projects are hampered by obstacles. Majority support is lacking for the sale of Stadtwerke Bremen, a utility, and there has been opposition to the sale of stakes in savings banks held by the Lander. The European Commission has ruled against a subsidy for Maxhutte, a steel company. A 35.7% stake in Lufthansa will be sold in 1996, rather than 1995 as previously planned.
