More control, less development

Article Abstract:

The introduction of three new consultation papers like Changes to the Development Control System, Best Practice Guidance on the Validation of Planning Applications and a consultation paper for the introduction of a standard application form for England with the aim to guide architects and their clients on planning applications, is presented. However, with the demand for more information by the authorities, it will be difficult to simplify and speed up the system.

A purge on poor performance. Should more credence be given to the planning officer's delegated authority in order to speed up the decision process?

Article Abstract:

Planning councils are expected to make speedy decisions and for those who don't meet the standard of 80% within 8 weeks, they are named and shamed. Councils, of course, claim that a speedy decision often eliminates thoughtful consideration and architects are often the victims of speedy refusals.
